In his address at the 10th Anniversary celebration of the Foundation for Human Rights in Pretoria, 29 November 2006 Neville Alexander posed the following question: Why is it that in spite of a constitution that was arrived at in a 20th century model of democratic bargaining and consensus building and in which are enshrined some of the noblest sentiments and insights concerning human rights, we are living in a situation where very few of those rights appear to be realised, or even realisable,...

Abstract Higher education displays characteristics of both private and public goods and there is a trend worldwide to expect individuals to pay more of the costs of their higher education. In South Africa public funding of higher education decreased from 0.86% of GDP in 1986 to only 0.66% in 2006; so that student tuition fees had to be increased to compensate for this loss of income. In the process staff numbers were kept relatively constant while student numbers increased appreciably. Two...

The Oualidia lagoon is known for its heavy metal pollution resulting from mining and smelting activities since the late 19th century. Here, we report 137Cs and 210Pb activities and heavy metal concentration depth profiles from sediment cores retrieved in 1997. High mean sedimentation rates of 0.6–1 cm/y are indicated by 210Pb and 137Cs dating. The lagoon sediments have recorded heavy metal deposition and thus allow establishment of a connection between the temporal evolution of the heavy...

While Sub-Saharan African women have historically assumed the roles of both housewives and subsistence farmers, they have had few opportunities to participate in the modern economies of the region. However, this trend is changing with the exponential growth of information and communications technologies (ICT), giving many Sub-Sahara African women access to computers, the Internet, and other related technologies. Based on the work of a four-member research team from Kenya and the United...

Abstract. We investigate the influence of African biomass burning, biogenic, lightning and anthropogenic emissions on the tropospheric ozone over Africa and globally using a coupled global chemistry climate model. Our model studies indicate that surface ozone concentration may rise by up to 50 ppbv in the burning region during the biomass burning seasons. Biogenic emissions yield between 5–30 ppbv increase in the near surface ozone concentration over tropical Africa. The impact of lightning...

Using monthly and seasonal precipitation data for the period 1961-1999, we established drought frequency and severity in relation to food security in the Lake Victoria region in Kenya. We used percentiles together with time series analysis for a 40 yr period, with the lower 25% of the quartile designated as the threshold values that indicate drought years. We then used percentiles and Drought Severity Index (DSI) to ascertain the physical conditions and severity of the drought years. The 1980s...

Transitional leaders manifest behaviours, attitudes, values and strategies that are deeply related to the contexts within which they work. Social norms and political climate may not be supportive of educational leaders wishing to rise to the challenge of unplanned transition; however this paper focuses on leaders who take up this challenge. Narratives of three...

The concept of e-Learning is now emerging in Sub Saharan African countries like Tanzania. Due to economic constraints and other social and cultural factors faced by these countries, the use of Information and Communication Technology (ICT) is increasing at a very low pace. The digital divide threat has propelled the Government of Tanzania to put in place the ICT Policy in 2003 which is defines the direction of all ICT activities nationally. Among the main focused areas is the use of ICT in...

Over the last few years we have engaged children and young people in participatory photography projects in a diverse range of international contexts. The projects, diverse as they are, have been school‐based and primarily focused on students’ experiences of educational inclusion/exclusion. Photographs taken by students can stimulate conversations in which different perspectives are shared and considered. Whilst this process is meaningful within a local context, it is also compelling to...
