Findings of this study conducted in 2007 revealed that the Botswana Institute of Administration and Commerce (BIAC) was not ready to train public officers on e-government due to a number of factors. These included leadership, technology, facilities and personnel. The researcher viewed the above factors as independent variables as they were appropriate at organisational level. Political will and policy issues were beyond the scope of the study as they were perceived to be national issues to be dealt with at government level.

The 12S rRNA gene was shown to be a hot spot for aminoglycoside-induced and non-syndromic hearing loss since several deafness-associated mtDNA mutations were identified in this gene. Among them, we distinguished the A1555G, the C1494T and the T1095C mutations and C-insertion or deletion at position 961. One hundred Tunisian patients with non-syndromic hearing loss and 100 hearing individuals were analysed in this study. A PCR-RFLP analysis with HaeIII restriction enzyme showed the presence...

Africa remains the world's poorest continent, with a majority of its about 900 million people living in abject poverty and misery. Several reasons account for this reality. Isaac N. Mazonde notes that one of the key ones is that education has not been relevant to the needs of the society. Since independence from colonialism, many African countries including Zambia have tried to expand education and to reform school curricula to foster national development. They have failed to achieve this...

The literature on service learning in geography courses has established and substantiated the importance and usefulness of such projects for student learning. In this paper the assumption is questioned that similar sets of benefits accrue to ‘community’ participants, those involved who are located outside the university context. The research undertaken demonstrates that projects, and the research or ‘service’ that they produce, are embedded in more complicated sociopolitical terrain that...

The study investigates the effect of propagation impairments such as rain, cloud, gases and tropospheric scintillation on fixed satellite communication link on earth-space path for frequencies between 10 and 50 GHz at Ku, Ka and V bands for 37 locations in Nigeria. Two standard elevation angles of 50, 550 as well as some elevation angles for links to recently launched Nigeria Communication Satellite, (NigComsat-1) were used in the computation of the propagation impairments for the 37...

The search for Nigerian-based content and methodology for music education has been one of the primary concerns of music educators in contemporary Nigeria. Debates and criticisms surrounding the existing curriculum are ongoing. South Africa is not short of world-class policies and projects - the challenge is to effectively translate many more of them into reality. Our public institutions need to be strengthened and made to perform. This means better functioning state departments - including local authorities. We need to recognise the reality of a desperate skills shortage as well as the lack of organisational experience - and adapt our policy thinking and strategic planning accordingly. If we are looking for a role...

This paper develops a Structural Ricardian model to measure climate change impacts that explicitly models the choice of farm type in African agriculture. This two stage model first estimates the type of farm chosen and then the conditional incomes of each farm type after removing selection biases. The results indicate that increases in temperature encourage farmers to adopt mixed farming and avoid specialized farms such as crop-only or livestock-only farms. Increases in precipitation...
