Abstract HIV/AIDS is a major problem in Nigeria, but most health education initiatives have been restricted to cities, because of cultural sensitivities in rural areas. This paper reports on a process evaluation of an initiative which tried to involve local communities in HIV/AIDS education. This article examines the issues of participatory democracy and pluralistic governance in Africa's postcolonial democracies, using Kenya as an example. Poor leadership capacity and political under-development are found to be the main hindrances to effective political performance and the ability of elected representatives to deliver on their promises. This study sought to determine the views of students of University of Cape Coast , Ghana on what should be the response of the University to the HIV/AIDS epidemic. The respondents (352 females and 434 males) were randomly chosen through stratified sampling.
