This paper uses a cross-sectional approach to analyze the impacts of climate change on animal husbandry and the way farmers adapt. The study is based on surveys of almost 5000 livestock farmers across ten countries in Africa. A traditional Ricardian regression finds that the livestock net revenues of large farms in Africa are more sensitive to temperature than those of small farms. Cross-sectional analysis also reveals that large farms (but not small farms) have fewer animals per farm in...

The Highveld region in South Africa is an important area for its food production for the nation, as 70% of country's cereal crops and 90% of the commercially grown maize is cultivated there. The sustainability of these agro-ecosystems is, therefore, of vital importance for the nation's food security. The western part of the Highveld is characterised by relatively low mean annual precipitation (MAP) and highly variable yields, and while rainfall increases towards the east, inter-annual yield...

This is a study of the efficiency of Ugandas public education system. Since this type of study is relatively new for Ugandan education, the study begins by defining the basic concepts, terminology, and methods for analyzing efficiency. Given the lack of any recent cost or efficiency analysis of primary education, and the fact that this sub-sector absorbs almost two-thirds the government's education expenditure, special emphasis was put on primary education. Since recurrent expenditures...

Critics of school governing bodies (SGBs) – both on the left and on the right – tend to rely upon arguments that ignore significant portions of the act that created SGBs – the South African Schools Act (SASA) – the exact nature of the changes to SGBs wrought by amendments to the act and the manner in which the courts, in interpreting the act, have both reinforced the autonomy of SGBs at the same time as they have set limits on those powers. The authors’ reading takes seriously all of the...
