This paper uses data from the 1985 Côte d'Ivoire Living Standards Survey to examine pay differences between teachers and other wage earners in Côte d'Ivoire. The analysis controls for differences in human capital endowments, hours worked, and various personal characteristics. Based on a questionnaire study of primary caretakers in 240 households, this paper focuses on the use of radio and television preschool education programs (PEPs) in black urban and peri‐urban areas of South Africa. In particular, attention is given to the need for increasing the child audience for PEPs, for incorporating home‐tutoring into the broadcasts, and to the importance of caretaker education about the value of media for preschool children.
