A theoretical-philosophical exposition is presented to establish the fundamental characteristics of education and therefore characteristics valid for every human being under any circumstances at any time. These characteristics were used to eventually appraise the issues and trends underlying the shaping of Black perspectives on...

Policy development in this context has been guided by the universal principles of a human right to basic education, equality and the recognition of the democratic rights of parents, teachers and all learners, including those with disabilities. A major paradigm shift in education policy has reflected a move from a...

The association between rainfall over the Sahel and Sudan region and tropical storm activity in the Atlantic is examined using the NCEP–NCAR reanalysis and sea surface temperature anomalies (SSTAs) from 1949 to 1998. Evidence indicates that both are influenced by global SSTAs. The SSTA modes generating favorable atmospheric conditions for tropical storms to develop are also in favor of a wet rainfall season in the Sahel and Sudan region. The easterly waves over West Africa become tropical...

The South African education system historically has used corporal punishment to maintain discipline. Criticism of its effects led, in 1996, to the banning of this form of punishment. But this legislative intervention did not end the use of corporal punishment in schools. This article offers an explanation for the ongoing use of corporal punishment. It is based on a survey of 16 Durban schools in September and October 1998. Corporal punishment has effectively disappeared from middle-class,...

The felsic volcanics (rhyolites and rhyodacites) of the St. Mary’s Islands (SMI), southern India (∼13°N), were originally interpreted as a distant outlier of the ∼65 Ma Deccan volcanic province of west–central India, comprising dominantly flood basalts. Later the SMI volcanics were dated at ∼93 Ma by the K–Ar technique. However, this K–Ar ‘age’ was dubious, being merely an average of five out of six widely varying dates and arbitrary data selectivity being involved in this averaging. Our...
