There was no doubt that this fledgling democracy would, through its structures, transform society to achieve the goals that had been enunciated in the liberation struggle. The expectation was that the democratically elected state would act decisively to redress the legacies of apartheid especially in the area...

One of the salient features of the apartheid legal order was the extent to which it used the criminal law to suppress opposition to the government. Opponents were not only prosecuted for political offences but also subjected to various forms of civil disability after they had served their sentences. In the most extreme case, this took the form of legislation allowing for their detention after they had served their sentence. More often the civil disability took the form of banning orders,...

The findings of the investigation which explored the extent and nature of bullying among primary school children in grade four are presented. A total of 60 learners, aged between 9 and 10 years, took part in the study. Information was obtained from learners by means of questions included in a questionnaire, which closely followed the design used by Olweus (1991). In 1997 the Ugandan government introduced a reform program with the ambition to implement universal primary education. The abolition of tuition fees would ideally guarantee access to the public service delivery system as far as primary education is concerned and help to integrate underprivileged groups with the rest of the diverse society. The launch of universal primary education in Uganda implied a tremendous expansion of the education sector and the capacity of the system proved not...

The aim of this study was to identify yield components associated with drought tolerance in durum wheat. Twenty six durum wheat genotypes, from different agro-ecologies of Ethiopia were evaluated under moisture stress and non-stress conditions (35% and 70% available soil moisture) in a glasshouse throughout the growing period. Stress caused an average grain yield reduction of 79.7%; and a harvest index reduction of 45.2%. Drought susceptibility index proved useful to compare genotypes under...

How, in such instances, can a balance be forged...
