The Drought is considered as a regional phenomenon because the main causes that can produce it are linked to the regional scale. Empirical studies showed that drought is never the result of a single cause. It is the result of many causes, often synergistic in nature (Magaña et al. 1997, Estrada, 2001, Contreras, 2003, Vicente-Serrano et al., 2012, Rita Man Sze Yu, 2013, Joan Ramon, 2013 and Vicente-Serrano et al., 2014). Climatological events over the past three decades have prompted many...

Abstract Chronological series of monthly and annual precipitation data recorded in Gabes Watershed, south-eastern Tunisia, were analyzed. The study is based on the standardized precipitation index ( SPI ) values, computed for 10 rainfall stations over the period 1987–2012, which corresponds to an observatory period of 25 hydrologic years (from September to August). The results obtained show a great variability in SPI values. The historical evolution of the SPI made it possible to define the...

This paper presents contemporary issues worth-considering in the primary education language curriculum design decisions in Tanzania. It argues that although language syllabuses have been changed to respond to the skill-based teaching and learning approach, in the effort to implement curriculum reforms conducted in 2005 and new Education and Training Policy (ETP) (URT,2014), yet there are some other language related skills that are missing in the primary education language curriculum.

Research on education in low-income countries rarely focuses on grade repetition. When addressed, repetition is typically presented along with early school dropout as the “wasting” of educational resources. Simplifying grade repetition in this way often fails to recognize significant methodological concerns and also overlooks the unique insight that can be gained by focusing on repetition. In this article, Sarah Kabay uses mixed methods research to investigate repetition and its association...

Macroeconomic literature is replete with discussions on fiscal policy in both developed and developing economies but not much research has been done on zakah, a compulsory tax on Muslims, especially its role in alleviating poverty and generating inclusive growth. Zakah primarily aims at taking surplus money or wealth from the comparatively well-to-do members of the Muslim society and give it to the destitute, the needy and the wayfarer, among others, to improve their purchasing power and...

This article seeks to understand what South African universities are doing by making use of language as a tool or as an enabling voice towards Africanisation and transformation with particular reference to Rhodes University, which serves as a case study. Although many universities now have language policies in place and are part of an enabling policy environment, when it comes to using language as part of transformation and asserting an African voice, there are still policy implementation...

Abstract: Joel Barkan surveyed Ugandan university students’ attitudes in 1966 and worked on Ugandan national governance three decades later. These two inquiries facilitate an unusual counterfactual analysis. Counterfactuals typically test historical explanation by manipulating an antecedent to estimate change to a known outcome. But a counterfactual can be constructed to examine how an antecedent would react to a later activity. By extrapolating from 1966 students’ responses to Barkan’s...

The paper uses secondary sources to interrogate the role of African indigenous languages in higher education transformation. Multilingualism in African higher education is seen as critical in promoting African scholarship and Africa-led globalization. Kiswahili and isiZulu are used as case studies. African universities such as the University of KwaZulu-Natal (South Africa) and University of Dar es Salaam (Tanzania) have incorporated the promotion of these languages in their strategic policy...
