In this chapter, we consider developments in higher education against the promise of transformation. We make visible the challenges and experiences of the last 21 years. Drawing on research data, discursive practices and developments in the sector, we argue that the system remains by-and-large untransformed. We then attempt to provide an insight as to why the system tends to reproduce itself.
