By analyzing how the profession of Qur’anic teachers (serin daara) has evolved over time, this article illustrates the involvement of these religious actors in the policy process of Qu’ranic schools (daara) in Senegal. Since the introduction of the “modernization” program of the daara by the Senegalese state in 2002, the serin daara have managed to become a mobilizing force in the policy process.
