This article has been extracted from a study that investigated the feasibility of providing Library and Information Management higher education in Swaziland. It highlights the state of Library and Information Management higher education and training in that country and, with the aim of providing a clearer background for further investigation, explores the opportunities, challenges and feasibility of providing it. This paper compares and contrasts the nature and scope of change in the domestic climate governance of India and South Africa between 2007 and 2010. It uses an actor‐centered approach to analyze the drivers of change.
