ケニアでは独立以降,ハランベーとよばれる地域住民による中等学校の設立運動が興隆した。ハランベーには富裕度により貢献すべき資源に多寡があり,地域内で学校を介した富の再分配を促していた。本稿の目的は,現代のケニアで,地域住民が果たす教育機会の提供者としての役割を検討し,ハランベー期との比較から,新たな学校が設立される様相を明らかにすることである。ブシア県X市の中等学校5校の事例分析の結果,ハランベー期から現代にかけて,教育機会の提供者とその需要者としての地域の範囲は,学校選択肢の増加とともに重複部分が減少していた。新設校は,設立に関与する多様なアクターのなかで必要性が認められ,その過程に,かつてのハランベー学校が具えた共同性に基づく富の再分配の機能が,公立校としての登録前後に分化しながら変質して受け継がれていた。それは,特定の立場にある地域住民による限定的な再分配への変質と,地域の共同性には必ずしも基づかない学校選択者によるコスト負担への変質であった。学校へ関与する地域の変容と複層化は,人びとの学校への関与の在り方の多様化と影響し合い,今後よりミクロに生じうる地域間格差の構造が複雑化することが示唆された。
